Meeting of the Social Welfare Advisory Council 2018 (20/04/2018)

On Thursday, April 12, there was the meeting of the Social Welfare Advisory Council of Alhama de Murcia, a body composed of the Councilor for Social Services, Felipe García, Councilor for Equality, Nani Navarro, and Councilor Isabel Campos.

In addition to various social associations of the locality, such as Cruz Roja, Caritas, Spanish Association Against Cancer, Pro-Food Aid Association "A little is a lot", Pro-Sauce Association Fleet, Social Volunteer and Association of Nurses House of Alhama de Murcia, and the technical staff of the council.

The meeting served to give an account by the councilor of Social Services of the development of informative and training itineraries, framed within the regulation of Economic Benefits of Family Support and Social Insertion.

Felipe García indicated that "they have been satisfactory for the improvement of people's self-esteem and have enabled a better development of personal and social skills, in addition to contributing to the improvement of coexistence and cultural diversity."

Some workshops that have the participation as trainers of public employees, both the Department of Social Services and other areas of the City, within the program 'Know your people'.

The Council received from the Councilor information on the implementation of the Economic Benefits of Family Support and Social Insertion and Economic Benefit of Family Support with Minors, besides knowing the development of the itineraries of information and socio-familiar orientation and of social insertion in these two years, after the regulations that regulate them are published.

García recalled that the persons or family units that have met the requirements have been able to receive a benefit of one hundred euros per month for a period of nine months subject to a commitment to insertion and to attend thirty-two hour monthly information sessions.

At the same time, support services for families with minors have been reported, such as coverage of expenses for school canteen in compulsory education, reduction in fees and / or canteen for nursery school and centers for child care. municipal, support for participation in leisure activities, also owned by the municipality, in which the council has invested an amount close to 40,000 euros.

The entities have been able to know the number of requests attended in this period with each of the regulations, the population served, the total number and thematic number of the workshops launched, budget allocated and consumed for these services, as well as offering an assessment of the results obtained.

With respect to the benefits of Family Support and Social Insertion, from the beginning of the workshops in the summer of 2016 until December 31, 2017 a total of 226 grants have been processed, which has involved an investment of more than 90,000 euros.

By sex, women are the ones who have made the greatest number of requests (179) compared to men (51).

In terms of age groups, those who have requested the most aid are people who are between 36 and 50 years old.

The main source of income of these people are in order of highest to lowest: employment eventual character, followed by unemployment benefits, pensions and basic income.

In addition, the Municipal Intercultural Mediation Program has worked with participants in the language workshops of these itineraries with the aim of knowledge of the language and approach to cultural diversity to promote the construction of a more inclusive, supportive and fair, through participation and involvement in cultural and educational activities, while socially related and engaged.

The councilman, Felipe García, presented a new proposal that aims to serve people and families who may need support after completing their nine-month itinerary and which aims to have associations and entities from different areas to learn about their activities. , either timely or with continuity in time and that can serve as support for this proposal, in which a training and / or participation in activities must be accredited, with the aid being contingent upon an intervention plan or project.

All this without forgetting that emergency situations continue to be addressed through the existing collaboration agreement with the Red Cross of Alhama, which this year has seen its financing improved through the municipal budget.

Garcia gave an account of other actions that have been carried out since the council in recent months:

1. The Corporation's work with local companies to recruit groups at risk of social exclusion.

2. Agreement with the El Candil collective where some of the participants in the itineraries and users of the municipal center of Social Services have been able to benefit from training actions on aspects related to access to the labor world through the Labor 2.0 Project, a step towards employability

3. The collaboration agreement with the Federation of Mental Health to improve the employability of the users of the Psychosocial Attention Center.

4. Call for grants to projects of a social nature developed by the entities of the municipality that in this year will also increase their budget.

5. Agreement with the Cavalli Foundation and the Early Assistance Center of Alhama de Murcia in order to serve eight families through equestrian therapy and another project against bullying.

6. Implementation of a letter of services in order to improve the service to users of the Municipal Social Services Center.

7. Agreement with AFEMTO (Association of Relatives and Persons with Mental Illness of Totana) for collaboration in the program of attention to the child and adolescent population with mental health problems or risk of suffering it.

8. Start-up of the Pro-labor project, Insertion Program for Employment, which includes a personalized insertion itinerary in which a workshop will be offered to improve skills for labor insertion, occupational training, non-work placements, job orientation and psychosocial attention, aimed at users derived from Social Services.

9. The General Directorate for Older Persons has been requested to increase the number of places in the Day Center for the Elderly in Alhama de Murcia.

10. The General Directorate for Persons with Disabilities has been agreed to increase the number of seven places in the Day Care Center for People with Intellectual Disabilities under 65, 'Las Salinas'.

11. Ten places will be agreed with the CARM in the Municipal Center of Psychosocial Attention that will be assumed by the Service for the Prevention of Situations of Dependency and Promotion of Personal Autonomy (SEPAP).

12. Collaboration with the association Prosauces Las Flotas, to assist people with addiction from a rehabilitation program.

13. Adaptation of the municipal regulation that regulates the parking card for people with disabilities through a study of the places reserved for people with reduced mobility and, from there, make an updated map, together with inspection campaigns for the use responsible for these cards.

All framed within the campaign #PMR.

14. Incorporation of two new professionals into the Social Services center, one to cover the UTS-Social Work Unit program and another to reinforce the Family program.

In addition to a concierge who, along with their own tasks, help and help the administrative unit of the center.

And now the selection process has also culminated to incorporate a coordinator / director of the center with an interim official.

15. Collaboration agreement with the IMAS that enables the provision of home help service through the Dependency Law and which was launched in May 2017, in which 51 families were served.

16. Fomento of meetings before the need of a greater coordination and cooperation between the council and the associations in charge of the distribution of foods.

In this sense, the association 'Proayuda alimentaria, un poco es mucho' demands a greater effort to improve the provision of food distribution.

The councilor recalled that the budget items allocated to Social Services have been improved.

On the other hand, from the council is working on the preparation of a draft that regulates municipal volunteer activities.

Finally, the association of rare diseases D'Genes requested its incorporation into this council, an application that was approved unanimously.
