The proposal submitted by PSOE and IU for the location of the new institute Valle de Leiva becomes unfeasible after technical and economic reports (21/03/2012)

The government team has not begun processing the motion filed by the Municipal Group PSOE and IU Green on the new location of the institute Valle de Leiva.

This motion has not been accepted for discussion at the next regular full, to be held on Thursday 29, since the proposals presented by the motion on the possible location are not technically or economically viable.

After studying the proposal and relevant technical reports, the government team encounters a reality that is summarized as follows: There is enough in places meters proposed in the motion for the building of the institute to enable the construction in the right places would require the purchase of new sites with a cost, at present, impossible to assume the municipal coffers and urban changes would lead to dilate over time the availability of the necessary land.

Moreover, land in New Espuña already been transferred to the region and experts from both governments are already working on the drafting of the project.

On the one hand, and as one report submitted to the intervention groups responsible for the motion, involving investment proposals are alternatives that cost amount: 1,856,803 euros to the AU Ceramics and 2,055,625 for the AU 03 the Praico -17.

The report states literally that "there is sufficient credit in Item 150 600.60" Investment in Land PMS (IR) "to meet such expenses."

Moreover, another report by the municipal architect on the motion referred to says literally that: "On the alternatives specified in detail regarding Performance Units 03-12" Ceramic "and 03-17" The Praico "(cited in the letter as The Auroros), it is noted that there are two units of Performance in Urban Land, which in its current management under the General Plan and because of the planned road layout does not meet the conditions sufficient for the construction of the new institute, which requires an area of 12,000 square meters (exceptionally, if the plot has optimal conditions could be reduced to a minimum of 10,000 square meters). "

Also in this report, you specify the changes that could take urbanistically, suppressing several streets, but none of these give the area of sufficient size and minimum requirements for the building of the new institute.

In addition, set forth in this report the amounts needed to embrace change, investment, as noted above, it is not possible at present.

For more accuracy, in the technical report of Planning notes that if "Ceramic" is included as a public green area dotacional originally planned, we would have an area of 9,556 meters square with the disadvantage of leaving the chimney of the ancient pottery within the school and having to search near a plot of 1,437 square meters of public green area, and would file an amendment to the PGMO, which have structural, meaning that one could hardly give the plot in less than a year and approval by the Governing Council of the Autonomous Community.

It also adds that it should be noted that the current property has 5356.01 meters square of building plots, with three floors, so if we estimate a minimum value of 300 euros per square meter, involves a purchase price of 1,606,803 euros plus costs of demolition and urbanization estimated at 250,000 euros.

Regarding the Performance Unit 03-17 "The Praico" (Plaza Campana Auroros), the report notes that the vials could suppress extension of Sagunto Street and Plaza Campana Auroros, delimiting a plot of 9348.97 meters square and, therefore, would eliminate perimeter streets that allow connection to the street Lady of Sorrows.

Furthermore, this plot would have the additional disadvantage of topography, with more than ten meters of vertical.

Finally, it is stated in that letter that the property has 6318.75 meters square of building plots with three plants, which would add a purchase value of euros 160,000 euros 1,895,625 of demolition expense.

Given all these circumstances, the government team understands that it is not feasible the proposal submitted by the opposition groups.
