From United Left-Greens stand for social justice as an indisputable right of all human beings, but so overwhelming we doomed to society of welfare and charity.
We are seeing social status falters thanks to cuts intolerable dependence and assist, if we do our part, to its total destruction.
The law of agency has been one of the great advances made in our democracy and has meant the achievement of the fourth pillar of the welfare state.
Law 39/2006 law known as dependency, (LAPAD) is the biggest advance in social protection in Spain, having ruled over one million people in situations of dependency, of which 760,000 are already in receipt of a benefit or service .
And in that collapse we see that when the System Care Unit should have reached its full implementation, to be fulfilled over five years since the adoption of the Law, is suffering a sharp deterioration process that threatens to end all expectations and the potential that over the years has generated attention to people in situations of dependency and job creation.
This system is being dismembered coup decree, generating insecurity in people, institutions and even companies operating in the sector.
Added to this is the persistence and worsening of some of the structural problems of this system, including inequalities between autonomous territories.
What is being done is a covert repeal the law that will reduce the system to a minimum, reducing their costs and reversing the momentum of modernization of the state with its social protection benefits and quality of life of people suffering dependency and their families.
Royal Decree-Law 20/2012, of 13 July, on measures to ensure fiscal stability and promote competitiveness, published on July 14, 2012, with regard to System Care Unit contains measures that are heartless and cruel to the most vulnerable, while being wasteful, so use in the legal text of the terms "enhance" or "sustainability" is an insult and a mockery to society as a whole and especially to dependent people and their families and to the / as professionals in social services.
Among the measures adopted, stand out as particularly useless and bleeding the following:
-Extending the term to two years to resolve aid tens of thousands will die unattended dependents.
(3 out of 4 beneficiaries age 65 years and 54% over 80).
-The increase in user input and rebates to receive benefits, bringing the actual capacity limit family economies.
The copayment increases significantly affect the contributions and heritage of dependents causing disinvestment of families.
-Removing the compatibilities between services, which prevents the complementarity between services and the necessary flexibility and personal attention to dependents.
-Reducing the amount of cash benefits for care in the home environment by 15%.
The Ministry has allowed even criminalize relatives who care for dependent persons speaking publicly of "fraud" in these performances, questioning the dedication and affection that provide hundreds of thousands of families affected / as in Spain.
The reduction affects 435,180 people who will see reduced benefits they receive an average of 55 € per month.
Further, the State stops funding Social Security family caregivers that affects 180,000 people, 94% women.
On the funding of the system, reducing the lowest level in more than 13%.
At the 283 million cut from the agreed level, we add another 200 million reduction in the guaranteed minimum level and 227 million social security contributions of caregivers who are left to pay.
All these measures, immediately imply a cut of 1,000 million euros and neglect to more than 270,000 of the "limbo of dependency" - people who have been recognized and are awaiting the right to receive the benefit or service-that not receive help in the next two and a half years so we can say with absolute desolation quartering Act means the end of dependence biggest advance in social protection that had occurred in Spain in recent years.
Consider unfeasible promoting personal autonomy and care of persons in situations of dependency that the law recognizes as a right, represents a step back from historical dimensions in the constitutional concept of the welfare state, reloading on the families

Therefore, the IU-Greens Municipal Group of Alhama de Murcia raised in Parliament this motion proposing the following resolution:
(Urge the Government of Spain to withdraw recent tax cuts LAPAD in Royal Decree-Law 21/2012, of 13 July, liquidity measures and public administration in finance.
(Urge the Central government for not applying the cuts and the elimination of items agreed level of funding by deleting the provision that the Central Government to fund performed the Dependency Law for Spain with a value of 283 million euros.
(That any measure amending Law 39/2006, of 14 December, on the Promotion of Personal Autonomy and Care for Dependent Persons affecting some of its essence, is carried out through its processing, debate and, if approved in Parliament, without using the shortcut through the modification decree. And to be carried out with a similar consensus level, at least that was achieved in approval.
(From this motion will be forwarded to the Central Government, the Government of the Autonomous Community of Murcia to the parliamentary groups of the Congress of Deputies and the Senate, and the Federation of Municipalities and Provinces.
