Proposed Ordinance UDeRM on fiscal year 2009 (23/10/2008)

UDeRM integrated proposal:

At the time of crisis we currently live, it is essential the role of government, setting an example in curbing their spending and promoting economic measures to encourage job creation and aid to the hardest hit economic sectors and those sectors population with fewer resources to address the dire predictions that loom over the upcoming fiscal year 2009.

To do this, and once more in the mood to cooperate with the Department of Finance, we propose, in line with the Ten Commandments of measures proposed by the Popular Party, and its President, a series of measures for study, aimed at addressing the time of looming crisis and the responsibility we have to City Hall.

To do this, and is recognized by all analysts, and so was exposed at the Regional Congress of the Party, government intervention is essential promoting and introducing measures to ease the tax burden of the productive fabric of our locality, we propose to average in areas vital business sector, hospitality and trade, our sole responsibility, as proposed in the IAE, Licenses, and rates, and on the other side with the tax freeze in some cases, implying depreciate the IPC, and measures designed to promote the consumption does not increase the tax burden especially in the weakest sectors in the economic instability, and to reinforce the highest and best use of our municipal facilities and cultural activities with a fee reduction.

Also encourage environmental measures (subsidies for investments that represent a clear improvement of our environment) and to reconcile work and family life (review of child care rates, public schools, workshops ...).

We believe it is everyone's responsibility to see that our citizens in our town not only an example of austerity but good management and that result in the daily life of all alhameñas alhameños and unique role of the council in these times .

Therefore, with the hope that at least pique your interest and your chance to be tested, we offer a package of measures to introduce in the next fiscal, as well as a detailed justification of the means to counteract and, if justified the possible decline in municipal revenues, and that certainly can be taken by this council in its municipal budget (we reiterate that we have requested a status of implementation that we have not received.)

These measures are:

PROPERTY TAX: in relation to it, and taking into account the recent revision of cadastral values, from UDeRM propose the revision of the proposed tax rates, adjusting them so that no revision or increase planned by PGE assume a higher cost of receipt to the taxpayer.

Therefore we study a type of 0.51 to 0.60 for urban and rural.

This would justify the promise made to all residents not to raise rates, and a contribution at this time of crisis, simply because the projected increase in the growth of the town and the entry into contribution sectored areas, he has no no problem, even with benefits, raising the level of this year.

Likewise, and consistent with the general increase of 75% in assessed values, we propose that the exemption of real estate whose tax liability does not exceed the amount of 15 euros in urban and 20 in paperback.

We propose to raise the subsidy for large families to 50% and 60% for general and special categories respectively.

Also, given the services provided in areas where homes are located nuclei scattered reflected in the PGMO, we propose a housing subsidy included in the five districts of our town of 50%.

Also apply a discount of 50% for those households where the introduction of mechanisms of thermal or electrical use in the terms described in Local Finance Law, art.

74, in line with the projects initiated by the Department of Environment and our recent inclusion in the agenda for the climate cities.

This in any case would be a loss of revenue given the new cadastral revision to take effect in 2009.

It is absolutely necessary to revise the rates for next year's receipts, as well as the rise operated by PGE represent a significant increase in the annual bill and set the building on agricultural subsidies, setting the maximum annual rate of increase of tax liability for each one or the sections of assessed value and for each of the kinds of crops or uses or methods of use of buildings to be set.

ECONOMIC ACTIVITIES TAX: We propose a discount rate of 0.50% for urban land, industrial and other developable land to be competitive with the estates of our environment and prevent leakage of companies.

In this connection, we propose, and though the topic is not ordinance, extending the current agreement with the Industrial Park of Alhama, and call for the greater involvement of Industrialhama as a public company, with the Conservation Authority, in order improve the lamentable aspect of our polygon.

We propose a reduction of 50% for job creation.

That the reduction in use or renewable energy or cogeneration systems is increased to 50%.

To study the rebate if there is commitment to establish a transportation plan for the companies in the Industrial Park Alhama and El Pozo Alimentacion.

Since the time of crisis, and as a temporary situation, the City will help companies that are in this and next fiscal year net income of negative economic activity.

The additional expenditure will assume these operations, as well as lower income from the 0.50% rebate will be amply supplemented by higher revenues from the implementation of Phase I "El Valle", and entry tax of the new factory of El Pozo, SA

TAX INCREASE THE VALUE OF URBAN LAND.

We propose to reduce by 60% of the rateable value for the land for the purposes of tax increase in value of urban land, since the entry into force of the new cadastral values.

Likewise, we propose the implementation of the following percentages:

From one to five years ... ... ... ... .2%

Six to ten years ... ... ... ... ... 1.7%

Eleven to fifteen years ... ... ... .. 1.6%

In twenty years deiciséis ... ... 1.5%

It also proposed lowering the tax rate to 20%, to seek greater efficiency in the traffic of real estate, lowering the tax burden on it in a moment of crisis for the sector.

TAX motor vehicles.

We propose the revision of coefficients referenced only the fourth paragraph of art.

95 of the LHL.

TAX ON BUILDINGS, FACILITIES AND WORKS.

Being aware of the crisis in the sector, and could not stay out our council, by entering UDeRM offer bonuses referred to in art.

103 of the LHL and have it corrected a serious error that this council has been committed requesting the payment of subsidies which it granted to certain solar energy companies, as it is a lack of competence hierarchy, being voidable and not void, to avoid future damage to our town, and improve the image.

We propose to establish a single rate of tax of 2.50%, and initiate the revision of the ordinance for next year, changing the method of calculating the final amount, taking into account factors such areas, types, materials used .... Etc. and to review and update the street index situation in line with the new PGMO Alhama de Murcia.

FEE FOR CERTIFICATES AND REPORTS OF EMPADRANAMIENTO.

As irrational, out of touch with the obligations that our council has to take to the Law 11/2007, the workload generated in the section, and the negligible economic contribution of the same, we propose its abolition for the new fiscal year.

RATE OF ENTRY OF VEHICLES THROUGH SIDEWALK AND PARKING RESERVATION ONLY. View the current wording is contrary to the spirit and definition of the new revised text of the Local Finance Law, we propose a redefinition and establishment of a single rate based on the purpose of it.

INCLUSION OF THE NEW REGULATIONS ON THE EMPLOYMENT RATE OF PUBLIC DOMAIN (AREA RADIO) BY MOBILE PHONE OPERATORS.

UPDATE AND INTEGRATION IN THE STREETS OF NEW CORE RESIDENTIAL, NEW PLANS IN THE URBAN PARTIAL AND NEW Sectorized.

FEES FOR SERVICES UNDER PUBLIC LAW.

We propose the revision of water rates, we ask that we report on the deductions made to tackle the debt with Urbaser, as the current dealership, and he took a full council decision by the government team.

Also request downward revision of the contract price of garbage, justified in raising the standards, and the entry of new sectors.

Special emphasis should we do to encourage merchants and restaurateurs of Alhama, offering reduced rates in both waste collection and sewerage.

We propose that our council, via agreement with the company, assume for this year's rise in inflation forecast for the year.

Special consideration for our group will have Hospitality and small enterprises, the tax subject to be promoted, given the crisis of consumption and a significant increase in fixed costs of electricity and gas, and the decrease in economic performance.

RATE CENTER Day Care.

We propose expansion to provide people with very limited resources access to this facility.

PROPOSE A REDUCTION IN THE FIRST OCCUPATION LICENSES, leaving them at 70 euros, a small contribution to our town to the most affected by the crisis and all citizens who wish to reside in our municipality.

OTHER FEES AND RATES PUBLIC: The public authorities shall ensure compliance to their obligations to their citizens.

Among them is promoting physical activity and sport, to facilitate access alhameños all kinds of programs that ensure their welfare and improved quality of life. Therefore, in order to reclaim and potential users of any sports programs, we propose the following additional changes in the tax ordinance for 2009:

ELIMINATION OF THE 12 € IN CONCEPT OF NEW USER REGISTRATION

These changes are intended to from our council to facilitate access to sensitive sectors (disabled, first ages; pregnant women and the elderly).

For purchasing power is not an obstacle, in a medium as enriching for them, as is the aquatic environment.

Likewise, free and offer special bonuses for the program and water sports activities through income thresholds preset by management (similar to those applied for admission to the Nursery School Gloria Fuertes).

Reintegrating the clubs concerned the income gap, when the activity in question is maintained by them directly.

For these changes do not entail an economic imbalance in the Local Finance, counterbalanced by the reduction proposed in the starting staff, which will not be difficult due to significant growth suffered in the 2008 budget and has not been implemented, following the lead of all councils to freeze their public jobs, or at least, not taking those places that are not absolutely essential.

Another way would provide extra funding, and with which we fully agree in all its aspects, is reflected in the proposal submitted by the CDL which sets out a series of measures that would allow us to lower spending on items such as protocols, mobile, electrical supplies ... only a little effort on cost containment and phone light would be more than enough to meet the economic pillar that these proposals would, along with the aforementioned measures in each of the sections, and also get especially the most disadvantaged in their municipality to see a partner and friend rather than a collector.

Hoping to contribute to an improvement in the current tax situation, we present this as PROPOSED MOTION to be taken into account in the drafting of new tax ordinances governing fiscal year 2009, and asking in advance if you have a good talk thereof, and for reasons of balance, set it believes appropriate meetings in the afternoon, as we have always reiterated, received a cordial greeting in Alhama de Murcia to October 22, 2008.
