IU + The Greens voted against the adjustments to the General Plan Municipal Urban (19/11/2008)

Note from IU + LV:

On Tuesday 18 November, in an extraordinary plenary session of the City of Alhama de Murcia it was PGMOU adaptation, by which it aims to address the objections raised in the Order of the Ministry of Works, Housing and Transport Region of Murcia, for final approval.

The processing of this General Plan by the Plenary of the City Council, began in April 2004, with the publication of the first Advance Planning.

As originally approved by the municipality alhameño in January 2006 and sent to the Regional Directors for final approval.

This it back together with a number of indications to be included in the General Plan.

To do this, a codified version details to be planned from various agencies, full as last approved in July 2007.

After the exposure period was again sent to the Ministry of Works, Housing and Transport in the Region of Murcia.

The Director granted in February this year the final approval in part, by suspending the approval in certain areas we identified a number of shortcomings.

IU spokesman + Greens, Juan Romero, said: "We have always shown that this Plan is based on a Land Law in the Region of Murcia with which we disagree.

But the extent of our possibilities we tried to correct the negative effects that we consider its interpretation in our General Plan. "The Act introduced changes whereby the whole floor became developable unless expressly that this sheltered.

Romero noted that the efforts and participation of his group are always oriented to enter in the text of PGMOU criteria and social issues that they did and environmentally sustainable.

"In the course of processing opted for the preservation of places like: Sierra Espuña Carrascoy, the ravines of Gebas, the salt of Guadalentin, La Muela, El Cerro del Castillo, or the sidewalks.

Also for the classification as undeveloped land in the irrigation area of the Tajo-Segura recognized for its agricultural value, the expansion of the village, creating a ring road, the provision of industrial land, land set aside public resources for housing official protection, or avoid getting into the hands of speculators the direction of urban planning, without further criterion that the economic interests of big developers. "

These were the guidelines that have led to participate in the drafting of this General Plan since 2004 until now in our group, hoping to get Alhama is a town of progress, attractive and livable.

On the proposal for remedying the reason that this plan was approved only in part, IU + Greens do not share many of the solutions to the objections raised by the Ministry of Works, Housing and Transport in the Region of Murcia, containing the proposal of Councillor for Town Planning.

Noting that:

The report of the Water Police Station shows that the Commonwealth Taibilla channel has no regulations governing the distribution of surplus funds among the entities it serves, and in no case emphatically Alhama ensuring supply, limited to express what are your predictions for 2010 in the whole area of the Commonwealth and which is the claim that the City Council scheduled for 2028 (4.42 Hm 3).

Urbanized areas from 1918 to 2001 (The Cabezuelas) and 1917-1901 (between the town and The Cabezuelas) the Order of the Ministry says it is not sufficient justification for the classification as developable areas within the Diversion irrigation.

Noting that 18-01 UNSECO area will remain undeveloped Inadequate.

Regarding the creation of a 17-02 division in Azaraque, keeping the score as buildable relevant on IU + Greens that is not justified by the few settlements and the large size of the plots.

UNSECO area from 1919 to 2002, Hacienda San Miguel, our group presented arguments to Consolidated in October 2007, seeking redress of the recommendations of the DG of Housing and Urban Architecture, who explained that the rating was not justified as buildable without sectorizar.

Absolutely we can share from IU + Greens, the arguments of the Department of Planning, which states the need to provide housing near Polygon, and believes in a tourist-residential activity in the area.

We still see clearly in the report attached as urban land justification of the action units 4-5 (Tejares II), 3-14 (The Cotton) while the Municipal Government and Urban have subscribed to several agreements mean a degree of utilization of 0.70 if an urban versus 0.55 if zoned developable (15 point difference).

For all these reasons and consistent with what has been advocating IU proposals since 2004 could not agree with the proposal of Councillor for Town Planning.
