The mayor of Alhama de Murcia, Diego Conesa, today explained the proposal that will lead to the May plenary session on the phases to promote the construction of a thermal space in the municipality, a calendar that covers the remainder of the year and the first half of 2019, coinciding with the last part of the current legislature.
The following points are debated and approved:
1 ° Maintain the municipal commitment to recover the wealth of its thermal waters for the use and enjoyment of its neighbors, in decent and sustainable facilities.
Also viable, so it needs visitors and tourists, which in turn would help boost and improve the expectations of the entire service sector of the town.
2 ° Maintain the proposal from the City Council to a private thermal initiative, even offering for this the possibility of concessioning municipal solar for equipment (especially the Los Secanos).
3 ° Propose and promote, from the Town Hall, the design and project of a thermal space in this new equipment area projected within the large central park, next to the medianeries of the buildings that overlook the area of ​​the old traffic playground, compatible with a hypothetical private initiative of spa in other areas of the municipality, even with the one indicated in the previous point.
A project of a decent, sustainable and viable thermal space.
An integrated project in all that green lung where you can even plan other equipment or improvements already embodied in the project 'Alhama Suma'.
A firm project that can help to achieve this purported private or mixed investment in the next year.
A project that could be the starting point for any electoral proposal by the different political formations in May 2019, in the event that this private or mixed investment does not arrive until May 2019.
4 ° The integral architectural and landscape design of the great green lung, as well as its execution, would remain pending for the next legislature, depending on the proposals of the various political groups, also regarding the definition of thermal model (private, mixed or public), in case a firm proposal does not arise in this last year of the legislature.
5 ° To empower the Mayor and Municipal Government to carry out and effect the proposals indicated in the four points of previous agreements, maintaining the informative commission on Urban Planning, Infrastructure and Public Services and Administrative Contracting as a space for debate, approval of any change regarding the previous points and the rendering of accounts.
Conesa recalled that in April 2017 the Corporation unanimously approved a motion in the same direction, which included a change in urban planning to locate the equipment area, within the future La Cubana central park, and a small zone next to Las Menas for a future expansion of the current residence for the elderly.
The City Council has already started this structural modification n ° 9 of the PGMO, approved in the plenary session of June 2017, called 'zoning modification in SGL 02 Parque la Cubana'.
"Few news we have 11 months after the competent council, for final approval.The slowness of other pending modifications of the PGMO lead us to estimate no less than a year more to be able to process the final approval, nevertheless, it is necessary to work with projections of facilities that could be located in the area, in case they could be put in place after the completion of the urbanization process ", indicates the Mayor.
In this sense there are already several ideas.
"The design process has been enjoyed and arranged by all the residents of Alhama thanks to the agreement and project carried out with the public universities of the Region, with the UMU and the UPCT, specifically with the work of the architecture students of the UPCT that presented their models at the house of the culture of Alhama de Murcia, and that they served municipal technicians and members of the municipal Corporation to visualize possibilities for improvement and incorporation of the thermal space within all that green lung of the urban area. Most, this thermal space was projected on the models where the motion was agreed, specifically next to that new area of ​​equipment projected inside the large central park, "Conesa argued.
The Mayor also highlighted the financial situation that the municipality has gone through after the ruling of the Constitutional Court concerning the Capital Gains in 2017. "We have finally resolved it in a safe and positive manner with the agreement with the main creditor, Banco Sabadell, with a final deduction of 14%, but which in any case resulted in a refund of more than five million euros between December 2017 and January 2018. This led to having to abolish, among others, a game of 1.8 million of Municipal Land Heritage for 'Infrastructures, spa' It was from this starting point that it was planned to start with the projects of the whole area and an initial part of the investment ".
Conesa has pointed out the importance of recovering the wealth of thermal waters, of municipal ownership, for the use and enjoyment of the neighbors, in decent and sustainable facilities.
"It must be a viable project, so it needs visitors and tourists, who in turn would help to promote and improve the expectations of the entire service sector of the town."
The bet continues its course, after making in 2017 an important promotion and awareness of this initiative in Termatalia, the world's largest thermal tourism fair, which was held in Ourense.
Also it emphasizes an extensive article in the national magazine of reference in the sector, Thermal Tribune, on the verge of being published.
"In the absence of a consensus on an exclusively public investment, but a purely private investment in the short term, we contemplate a scenario of mixed investment, with private capital and public support or vice versa, in this phase of promotion and, above all, of private contributions to promote the project is in which we are working in recent months, "he said.
