The municipal group of IU-Green in the City of Alhama, presents, for the full plenary session of November, for debate and approval the following motion:
Urge the Ministry of Finance to modify the Law on Financing of Local Taxes in Subsection 4 on the Tax on Mechanical Traction Vehicles that in its new wording contemplates that the vehicles will pay the tax at the Town Hall that have the address, address company or provide the service "
EXPLANATORY MEMORANDUM
A very important part of the Financing of the Town Halls contemplated in the Law of Financing of the Local Treasuries is the Tax on Vehicles of Mechanical Traction (IVTM).
In the times in which we live, when the taxes related to Construction have substantially decreased, the IVTM is an important source of income only surpassed by the IBI.
There is a paradox that there are companies or service providers that, due to their property formulas or renting systems for trucks, vans or vehicles, do not pay the tax in the municipality in which the company is established or the service is provided.
It is an unfair situation that there are fleets of trucks or service companies that are not paying the tax in Alhama, to give an example, and if in the municipalities where the renting companies or business matrices decide.
This situation supposes a very serious detriment on the economy of the municipality in which the company is based or circulating, favoring towns or cities in which the companies that manage renting or other types of vehicle management are located.
From IU-Green, we believe that the Law, in this case, lacks the legal and fiscal security that affects important and negative municipalities such as Alhama and Justice, make a specific modification to adapt to the real situation, in the Municipality where the companies are located or provide the service in question.
For all the above, the Municipal Group of IU-Green proposes to the Plenary of the City of Alhama de Murcia to adopt the following
AGREEMENTS:
The City Council of Alhama urges the Ministry of Finance to amend the Law on Financing of Local Corporations so that vehicles pay their taxes in the Municipality, specifically the IVTM in which they provide their services, where the companies that are located are located. owners or use them.
The Ministry of Finance and the Parliamentary Groups of the Congress of Deputies will be informed of this agreement.
