The mayor of Alhama de Murcia, Mariola Guevara, and the delegate of Economy and Finance in Murcia, Justo Parejo, have signed a collaboration agreement between the City Council and the State Department of Finance, in terms of cadastral management, entrusted of management.
On July 31, 2018, the municipal Plenary approved the Mayor's proposal to establish a collaboration agreement on cadastral management.
A few months later, on October 31, the Plenary approved by majority the modification of this agreement to establish this collaboration under the management mandate.
Through the agreement, the City Council will be responsible for the processing of files of alterations of legal order relating to rural and urban real estate, which are formalized in the models approved by the Ministerial Order, as well as the requests for withdrawal.
It will also process the records of alterations of physical and economic order, relating to urban and rural real estate, which are formalized in the models approved by Ministerial Order, as well as the changes of ownership associated with these alterations that are presented through the corresponding declaration.
The parties will collaborate in maintenance actions contained in the new model of substitution of agreements for municipalities, informed by the legal counsel of the Ministry of Finance and Public Function on January 26, 2018.
The history of regulated collaboration of the City Council of Alhama de Murcia with the general direction of Cadastre was born in 1995 with the signing of the first collaboration agreement.
In 2009 a new agreement was signed, currently in force, to replace the previous one, in order to adapt to legislative changes and new demands.
The agreement signed serves to carry out actions for the cadastral management, which empowers the City Council whose initial competence falls on the administration of the State.
Among other actions, are the processing of legal and physical alterations, as well as the economic ones that are declared by the taxpayers (for example: ownership changes, new works, extensions, reforms and rehabilitations, segregations and groupings and changes of use and culture).
The processing of these files will entail a saving for the City Council in terms of procedure, avoiding resolutions, and notifications, which are assumed by the general direction of Cadastre.
This new collaboration model will allow for the complete and early update of the cadastral registry, the reduction of burdens on neighbors, a notable increase in the possibilities of collaboration and the simplification of the relations between the Cadastral management and the City Council, as well as facilitate the homogenization of the scheme with all municipalities.
The management of the agreement will be in charge of the taxpayer attention office of Alhama.
