The neighbors again take the floor to present their demands, the IU-Verdes motion on digitization of the Naval Archive is approved and the extension of 5 years in the Municipal Collection concession is rejected.
In a plenary session dealing with issues related to the municipal treasury, in the first point of debate the Municipal Government failed to take forward the modification of the ordinances related to the urban planning section as the regulator of the ICIO, which included a new table of minimum valuations ;
or the fees for reports, modifications, procedures, activity licenses and responsible declarations.
Matter in which our Group abstained.
Then, with our favorable vote, we approved the modification of some public prices related to the use of municipal sports facilities such as the climbing wall or paddle courts, including discounts or the adaptation to the reality of its use by extending it to 1.5 hours , with the proportional increase in the price.
A new deferment of 12 months was also approved in this case, unanimously, in the liquidations for capital gains in which the transfer value is lower than the acquisition value.
On the renewal proposal for 5 more years of the contract with the concessionaire of the Collection Service, from IU-Green we remember that the award agreement was adopted by the Local Government Board, in July 2009, by the members of the PP-government PSOE without previously going through a plenary session, since one of the first agreements that imposed the rest of the members of the Municipal Corporation was the withdrawal of certain powers of the plenary session on contracting matters, which included this Collection Service.
Our Group, at the time, strongly criticized this bipartisan PP-PSOE ninguneo to the highest representative body of the Alhameņos, stealing unjustified competencies and the possibility of expressing in the Plenary his opinion on the award of contracts as the Municipal Collection It was awarded for 10 years and over 600.00 euros, including the acquisition for the City Council of some premises that all Alhameņos have paid during these years.
On the other hand, the proposal of renewal for 5 years of the current contractor was accompanied by some reports on the effectiveness in the management that we do not question, but they are insufficient.
At IU-Verdes, we consider it essential to carry out an in-depth study of other possible management models, as has been done with waste collection or the Municipal Water Service, in order to correctly evaluate the possibility of recovering the direct management of municipal services that correspond to our City Council.
Regarding our motion on the possible transfer for digitization of part of the Cartagena Naval Archive, related to the files and reports of the judicial proceedings carried out by the military courts that detained, tried, tried or convicted 26,433 people, born or residents in the province of Murcia, between March 29, 1939 and December 2, 1963, it was approved to request the Ministry of Defense the permanence of the documentation in the places where it was historically generated, as well as the digitalization in their own installations of the Naval Archive to avoid its transfer and the paralysis of the works of the researchers.
For which the support of various regional institutions was requested.
From IU-Greens we regret again the performance of the right-wing party, full after the other, in looking for any excuse to mount a show in the Plenary by presenting proposals at the wrong time, to create uproar and controversy.
During the question and answer session, we were able to hear two neighborhood associations present their views on the care received by the Municipal Government directly in the plenary session.
Something that was vetoed in previous Corporations, and that is now possible thanks to the modification of the regulations of Citizen Participation and Functioning of the City Council, promoted by our Group.
