Since Saturday, January 2, a new regulation of national scope of circulation enters into force for the regulation of electric scooters, this ordinance coincides with the modification that the City Council of Alhama de Murcia approved unanimously in the plenary session of last February 2020.
Motorized personal mobility vehicles (VMPM) are those with one or more wheels equipped with a single seat and powered exclusively by electric motors that can provide the device with a maximum speed by design between 6 and 25 km / h. Drivers must circulate diligently and with caution to avoid damage to themselves or others, not to endanger other road users and always respect the right of way for pedestrians.
Only those over 14 years of age will be authorized.
Minors from that strip can use them outside the circulation areas, in spaces expressly authorized for this and in no case on sidewalks or pedestrian areas, under the responsibility of parents and guardians-guardians, provided that the vehicle is appropriate for your age, height and weight.
The use of a helmet is mandatory for those under 16 years of age and recommended for the rest. The VMPM will be empowered to circulate on the road, streets with a single mixed platform (street in which the circulation of vehicles and pedestrian traffic occur in the same plane, there being no differences in level between sidewalks and roads), bike lanes approved according to regulations, as well as areas or spaces expressly authorized for this.
It is forbidden and in no case may they circulate on the sidewalks or pedestrian areas (pedestrian streets, promenades, parks and gardens, etc.). They should preferably park in the spaces specifically conditioned for this purpose, as well as in the spaces or areas allowed for motorcycles and bicycles.
They may also do it together with other elements of urban furniture, when its functionality or destination is not affected, nor is pedestrian traffic or the circulation of vehicles hindered.
It will be possible to park on the sidewalks when the passage of pedestrians is not impeded and in no case may they be tied to or parked next to traffic lights, trees, and benches. Driving under the influence of alcohol and drugs, using a mobile phone, headphones or headphones is prohibited.
At night or in poor visibility conditions, the driver must use approved reflective clothing or elements. It is not mandatory although it is advisable to have Civil Liability Insurance. SANCTIONS: It is recommended to be attentive to these regulations since they can be exposed to various sanctions.
For those under 18 years of age, their parents will respond to the infringements and penalties imposed. Drive more than one person in the same VMPM: € 200.
