Alhama launches participatory budgeting (15/09/2016)

The Mayor of Alhama, Diego Conesa, and Councilman Transparency, Jose Antonio Box, presented the pilot participatory budgets Alhama de Murcia test.

A set of the departments of Finance and Citizen Participation project.

The participatory budgeting process has its origin in a joint motion of all four municipal groups that currently make up the municipal corporation (PSOE, PP, IU and C's) in order to enable the participation of the residents of Alhama in the development and decision of a portion of municipal budgets.

With the approval of the motion, all parties agreed to earmark a percentage of investments to this participatory process: 30% in budget 2016, 40% in the budget of 2017 and 50% in the budget of 2018. In addition, the creation of a working committee (powerplant) responsible for drafting a basic proposal of operation that, over time, should be formalized as regulations became indispensable.

Once you have created this commission -made by volunteers invited by all political parties and other so independently and several meetings have elapsed, it is necessary to specify in a document a series of principles for this first pilot.

The deadline agreed for completion of the work was July 2016.

What are participatory budgets?

This is a democratic tool to collect the demands of the residents, because they are the ultimate beneficiaries of all public policies contained therein.

This requires opening a participatory process of debate conducting meetings with neighbors to, first, let them know what a participatory budget, and secondly, offering them the possibility to make proposals in the form of ideas or projects to improve the city.

The main objective of participatory budgeting is to encourage participation and be active citizens.

In a participatory budgeting process, the people themselves will decide how the municipal budget is spent.

Therefore speak of participatory budgeting is talk of information, transparency in management, debate and direct participation of residents in public affairs.

No doubt we are facing a paradigm shift, a new way of understanding politics in Alhama, a change for the better, where decisions on an important part of the investments will be made directly by the alhameños.

In short, direct participation in politics and a new form of collective channeling beyond that it offers traditional representative democracy citizens' demands.

Characteristics of participatory budgeting

You can participate any resident registered in Alhama more than 16 years.

For the year 2016 there presupposed a game of 150,000 euros for investments under the Municipal Heritage Land and 10,000 euros for concrete action.

The budget is distributed as follows:

30,000 euros for the 5 districts.

Projects may not exceed 33% of the total budget.

120,000 euros for projects selected from all the neighbors for the entire municipality of Alhama.

They may not exceed 33% of the total, ie a maximum of 40,000 euros per initiative.

10,000 euros to carry out a concrete action that does not fit within heading investment.

All residents of Alhama will vote on the proposals of both the districts of the municipality as a whole.

Therefore, the ballot shall be divided into three sections: one for investments in the districts, one for the other investments of the municipality and a third to decide where to spend 10,000 euros not dedicated to investment.

Monday, September 12.

- The town is divided into 6 zones: • Zone 1: The Philippines, San Pedro-El Palmeral, Sagrada Familia and San Ramon.

. Monday, September 19 • Zone 2: Dolores-El PRAICO and Las Ramblillas.

. Tuesday, September 20 • Zone 3: Centro, Barrio del Carmen and Casco Antiguo.

. Thursday, September 22 • Zone 4: Santa Barbara-Santerén, La Conception, Los Secanos and Holy Angel.

Monday, September 26 • Zone 5. The Carrasca, Vercasas, La Boquera and New Espuña.

. Wednesday, September 28 • Zone 6: San Cristobal-La Creche, El Ral and Fleets.

Thursday, September 29.

- In the districts: • Gebas Sunday September 18 • El Berro Sunday 18 September • The Coast: Saturday 24 September • The Cañarico Sunday September 25 • Las Canadas: Sunday, September 25

2. Collection of proposals (30 September 16 oct)

Any resident of the municipality can make your proposal.

Proposals will also be valid result of the debate in the assemblies and any association registered in the locality.

3. Evaluation and feasibility of projects (October 17, 30 oct)

Projects will be ranked by their subject in different departments of the Ayuntamiento (Town Planning, Works and Services, Environment, Culture and Heritage, Sports ...) for analysis and evaluation.

Once the technical reports collected, they will be exposed in the working committee that will decide the final list of projects to be submitted to votación.4.

participatory open day (November 4)

It will be an open day to all residents and media which will involve experts in the field and where will the possibility that the neighbors are the speakers of their proposals and projects that will be put to the vote themselves.

5. Voting (November 7 14 nov)

Through the municipal website: - a platform will be enabled so that any resident can vote online from 8 to 13 November.

In person: - an urn will be arranged at the door of City Hall throughout the week.- In schools and public institutions, it may vote on November 14.

- In the districts a point will be installed in the lounges on Saturday 12th and Sunday 13.6.

Evaluation (15 and 22 November)

They carried out two specific days by the Commission to analyze the development of process.7.

Monitoring the implementation of projects (from 23 November)

In order to check the status of implementation of the projects chosen out the vote, the commission will meet for technicians and council delegates subject to accountability.

The City Council encourages all neighbors to participate in any of the meetings and present their proposals.
