The City Council of Alhama de Murcia has presented on Tuesday at the Assembly of the Neighborhood Participation Council, its new transparency portal (http://transparencia.alhamademurcia.es), managed by the platform Dyntra, and the space 'Where are my Taxes' (http://alhama.dondevanmisimpuestos.es), which runs the Civio Foundation.
The Mayor, Diego Conesa, and the Councilor for Transparency and Citizen Participation, Antonio José Caja, have shown these two new and very visual tools that are incorporated into the new municipal website, in operation since last March.
The portal on municipal transparency breaks down the elected officials and the Town Hall staff, as well as the organization of the municipality and its heritage, and everything related to municipal norms and institutions, including the information of the different governing bodies.
It also has a calendar of strategic plans and programs of the municipality and a public form of access to information.
The user will find in this page a tool of citizen participation with mailbox of complaints and suggestions, proposals, surveys, access to the electronic headquarters and data of associations, among others.
Economic transparency includes municipal budgets, income and expenditure accounts, debts and economic indicators.
With regard to the contracting of services, the contracting tables, the minor contracts, agreements, subsidies and access to the profile of the contractor appear publicly.
Town planning and public works of the municipality are shown to the public through the General Management Plan, the different urban agreements and the minutes of the commission of public works, as well as the announcements and tenders.
It also allows monitoring and control of the execution of the works.
In 2015 the municipal government committed to implement 80 of these indicators, when the City had only 16 of them.
Alhama is now the fourth municipality of Spain in the transparency ranking, meeting 131 of the 150 (87%) indicators that mark the platform, only behind Pozoblanco (141), Fuengirola (135) and Vitoria-Gasteiz (135 ), And ahead of San Sebastián-Donostia (129) and Bilbao (129).
The section 'Where are my taxes' audits municipal accounts from 2012 to date, updated from 2017 every four months.
There we can find any economic movement that the City Council performs from its forecast until it is a reality, who is the supplier and how much it costs.
Sonia Pérez, head of the Civio Foundation, highlighted the rigorous work that has been carried out by analyzing the management of public resources and the outsourcing of expenditure.
"Neighbors can not value what they do not know, so the information must be understandable despite its complexity," he says.
The Civio Foundation works with about twenty regional governments, such as the communities of Madrid, Barcelona, ​​Baleares and the Canary Islands, among others.
It is also developing the project in other local administrations throughout the country, where Alhama is the first local municipality in the Region that launches this pilot project with Civio.
The platform brings the data to the neighbors by adapting the technical language to a more colloquial way, through visualizations, graphs and figures with the aim of creating an empowerment of Citizen Participation, where any neighbor knows where the income comes from and where they go .
"Do not bury the neighbors in data, but give correct answers," said Perez.
José Molina, president of the Transparency Council of the Region of Murcia has described transparency as "a universal right" to know and know what happens in public administrations.
"When information is not educational and accessible to people there is opacity. Good governance goes hand in hand with ethics in public management."
Molina has positioned Alhama as an example for other municipalities, indicating that we must go a step further and "transparency must cross the barrier of public administrations to reach the company and educational levels where we work growth and training ".
The total investment of the new platforms amounts to 14,738 € the transparency portal and 11,513 € the platform 'Where are my taxes'.
Annual maintenance is 20% of the initial investment.
