Makes claims to "Paramount Plan" (19/11/2012)

They denounce the lack of public interest justification and question its economic viability

Ecologists in Action has objected to the "new" "Project-Recreational Resort Paramount Theme Park", and that in recent months there have been substantial changes to the project that have been forced to re-submit it to public information.

In its submission, the association insists reflect, in addition to environmental impacts, the questionable economic viability of the project, based on objective data, and that is reflected in the great difficulty finding private investors for the same.

First, remember that the theme parks more attractive to a segment within the tourism sector, have been shown as a ruinous business in Spain.

All Spanish parks have needed financial assistance from the government, in its origin, in its implementation, and when they are in crisis during their operation.

Behind these projects, regional governments, local real estate groups, which will now not detail the profitability of these parks and their environment (See summary of cases at the end).

Furthermore, the recent announcement of a proposed Paramount Theme Park in the vicinity of London, much more attractive than the one proposed in our region, and could even compete with Disneyland, puts even more doubt on the viability of the project Murcia .

As for the different environmental impacts of the project include the transformation of land use, infrastructure construction, increased traffic and impacts associated with large agglomerations (resource consumption, waste production, etc.).

Being especially relevant the huge increase in water consumption than aggravate regional water deficit (caused precisely by poor resource management).

A real waste off the necessary rational and sustainable management of water in the Autonomous Community of the Region of Murcia, to promote activities with high water consumption while having little or no social benefit.

Another of the most serious and worrying to note is that it lists the reasons for its declaration as a public utility project.

Foolhardy, given the Supreme Court ruling, which established jurisprudence, which is impossible with the declaration of public utility prior to approval of the final design [1].

Finally, Ecologists in Action highlights the fact that the set of actions arising from its construction and operation, be accompanied, directly and indirectly, important public investments, which means paying the money for all / as the / the taxpayers a portion of the bills of a business that is strictly private and whose benefits are equally deprived, something all too common during the housing boom and contributed to the worsening of the crisis in our country, to squander the public money that could used for purposes far greater social benefit.

Therefore, Ecologists in Action requires the Regional Government to come out of the spiral of self-destruction that is to follow in his blind by the current model based on ladrillazo and megaprojects, whose failure has been amply demonstrated, and once you bet for another model more sustainable, diversified and beneficial to the whole society Murcia.

Viability of the theme parks

Theme parks are a dubious business profitability, they have needed financial help government in its origin, in its implementation and, when they are in crisis, times of operation.

Behind these projects, regional governments, local real estate groups do not detail what is now the profitability of these parks and their surroundings.

A theme park need to be configured as a sustainable project in various fields, according to several parameters of sustainability, economic, social and environmental.

Some significant examples speak of a dubious future for the operation and management of these projects, often in an erratic manner [2].

A paradigm that can serve as an example for the future of the proposed Paramount Theme Park is the example of the theme park Terra Mitica.

This theme park began with a strong push from the public administration and regional savings banks and over, like most projects of its kind in the Spanish state, with serious and significant deficits in the income statement.

In 2008, Terra Mitica, lost more than fifteen million.

Recently, Terra Mitica has presented an ERE aimed at termination of employment of 142 workers parque.La Territorial Directorate of Employment and Work of the Valencian rejected as not credible economic viability plan submitted by the company and Leisure Parks Theme, that since July 2010 the park operates under lease.

Port Aventura's case is similar.

The theme park opened 1995 with an investment of 300 million, considered the leader of the existing park in the Spanish state, had in 2008 a drop in visits from 9 percent and a loss of 14.4 million.

50% of the park, in possession of Criteria (La Caixa), sold the company in 2009 Investindustrial.

Another case is that of Magic Island Park, opened in 1997, with an investment of 100 million.

Isla Mágica filed bankruptcy and the Andalusian tried to sell and cancel the contract with SA Parque Isla Magica.

A competition was held for awarding public that the company obtained SA Parque Isla Magica again.

In 2009 lost 3.36 million.

In 2010 had a 9.3% drop in business over the previous year.

Furthermore, the Warner theme park opened in 2002 with an investment of 380 million, and with great contribution of the Community of Madrid, whose deficit in 2006 was 240 million.

Other projects have collapsed before birth.

The Illusion World theme park, one of the major projects promoted by the Generalitat Valenciana, was suspended indefinitely in 2009.

The initiative was announced ten years ago by Carlos Fabra, president of the council of Castellón, and the company was incorporated in 2005.

He spent two to three million euros in several studies, commissioned to private companies on marketing, logos or landscape without having a plan before project feasibility.

Last but not least, the paradigm of the theme parks in Europe, Disneyland Paris, has had losses between October and March this year des 100.8 million euros, 21.5% more than in the first half of its previous fiscal year, when losses stood at 82.9 million euros.
