The next day 14 starts in the House of Representatives debate on the bill to reform the Statute of Castilla La Mancha, which aims to deal definitively with the Tajo-Segura.
For this reason the council of the CDL, Sebastián Moreno, had submitted the following motion record he hopes will be included in urgency at the next sitting to be held dramatically next week.
Motion:
DEFENSE AGAINST Tajo-Segura THE DRAFT AMENDMENTS TO THE STATUTES OF CASTILLA LA MANCHA.
Segura Basin is unique in Spain, which has recognized a structural deficit of resources, requiring a special solution for performance and the consensus of all branches of government.
In the existing River Basin Management Plan, currently under review, the deficit amounts to the sum of 460 Hm 3 per year.
And though our river is at the forefront in implementing conservation measures, efficiency and reuse, they, however, can never lead to a definitive solution to the existing structural deficit charges.
Desalination is a technology of great importance for the development of new water resources which can meet the demand for human supply, industrial and service sector but the current cost of desalinated water can be prevent an economically viable activity land.
So the Tajo-Segura is a vital piece to Murcia, Alicante and Almeria, to be crucial for human consumption and particularly for irrigation.
The maintenance of this transfer and its current regulatory standards and the consolidation of the rights derived therefrom, is a primary and essential goal for all Murcia.
For some it has become more cost-effective infrastructure in Spain for the last 200 years and which has not only allowed the development of agriculture in the Mediterranean toe, it helps a very positive trade balance of Spain, especially in horticulture (data from the first half of 2008 show a surplus of 4,000 million euros, of which 60% is contributed by the provinces of the southeastern Spanish), generating more than 50,000 jobs and benefiting a population of over 2 5 million inhabitants.
Therefore we believe that the solution to the structural deficit in the Segura basin must, together with the development of desalination and conservation measures and efficiency in water use, as a priority in the maintenance and consolidation of the Tajo-Segura , regardless of who may have new external resource transfers resulting from the interconnection of river basins.
In this sense, the claim of the Draft Amendment of the Statute of Castilla La Mancha to modify, interpret and nullify the law regulating the Tajo-Segura, focusing squarely on water planning that is attributed to the State can and should be considered clearly unconstitutional, as well as adversely affecting the general interests of the nation.
And is that the future Statute establishing the permanent closure of the Tajo-Segura for 2015, containing also a large number of articles that seek to leave to the Government of Castilla-La Mancha the management of transfers, which is the responsibility of State.
For all these reasons this group proposed that the Municipal Council of the City Council the adoption of the following agreements:
1.-express outright rejection of the City Council the draft amendment of the Statute of Castilla La Mancha in all measures that question the Tajo-Segura, considering that state's own powers invade and threaten the unity of Spain and against the general interests of all Spanish citizens.
2.-Request to the parliamentary groups should discuss and approve this Charter the elimination of all articles on water in which the Autonomous Community of Castilla La Mancha wrongly assumes its own unique powers of the state.
3.-Forward this motion to the Constitutional Committee of the Congress of Deputies and all the parliamentary groups present, both in Congress and the Senate.
